On July 12 there is a development application before the board that will have huge impact on loudoun and it's taxpayers.It is called Kincoria. There are some attractive elements to this development but the negatives far out weigh the positive.
I would encourage anyone who shares my concern about this project to come to the board meeting on July 12. There is no chance to speak publically but your presence would be a sign of opposition to this huge project. Signs would be good.
This development application was presented to the last board and it was defeated. The developer brought it back to this board and this board is split and it could get approved July 12. Please email all the supervisors about your opposition to this project.

On Monday, July 12, the Board of Supervisors will vote on a major rezoning application called Kincora residential units in apartment buildings (not currently allowed under the county's comprehensive plan), office buildings, and retail., located at the southwest corner of the intersection of Route 7 and Route 28. This special meeting will follow our regular public hearing which begins at 6pm. This applicaton is set to build 1400 multi-family homes.
The outstanding issues, based on county staff analysis, are:
Residential - Residential is not planned for the site, so county services, such as schools, libraries and parks, are not planned for the residents. The tax burden to build and operate these services will fall to Loudoun residents and businesses under the current proposal.
Retail - The proposed amount of retail and hotel uses is 6 times the county’s Revised General Plan policy. This retail will compete with Dulles Town Center and the many retail areas we already have in Loudoun. In a major employment center along Route 28, we only need retail, which is supportive of those businesses.
Market Study - The developer refuses to perform a market study. Without a market study, the Board of Supervisors has no information on the viability of the project. Why would the Board take the risk of creating a CDA (a special tax district which would put the county’s credit rating on the line) or constructing Gloucester Parkway without knowing how much retail and office the area can support?
Transportation - The applicant should construct Gloucester Parkway upfront or at least by the end of phase 2. Without a CDA, either the applicant constructs the road in 11+ years or the County constructs it using the applicant’s per unit contribution (which they have increased to total $31.9 million — this number is based on today’s cost of the road, and the road will not be built upfront under this proposal.) The County would only get the per unit contribution if and as the residential units are built. So the County could build the road, and if the residential units are never built, the County would never get the $31.9 million. We need Gloucester Parkway now in order to relieve the severe traffic congestion on Waxpool Road, which causes daily backups on Route 28, in the heart of our business district.
Capital Facilities - The Board is being asked to decide if, in this case, regional roads are more in the public interest than capital facilities (schools, parks, libraries). Taxpayers will have to pay to build the schools, parks, libraries, etc., if the capital facilities credit goes towards the road. Loudoun taxpayers always pick up the operating costs for these services; this fact needs to be factored into our consideration of adding residential units which are not currently allowed under the county’s growth plan.
The 1400 residential units generate $31 million in capital facilities needs (schools, parks, libraries). The applicant is contributing $4 million (5 acres for fire and rescue and trails) towards capital facilities. For the other $27 million, the applicant is asking the Board to accept $31.9 million in road improvements (Gloucester Pkwy and Pacific Blvd).
The applicant proposes to build the residential in phases 1 and 2. Since the residences are creating the need for capital facilities, the requested capital facility credit (Gloucester Pkwy) should be in phases 1 and 2.
If we only give "credit" for what’s above and beyond the applicant’s traffic, with a CDA, the proposed capital facilities are short $1.6 million and without a CDA, they are short $4.1 million.
Site Design - The southern part of the project, south of the fire station, is not connected to the rest of the mixed use development. Internal streets are lined with parking, instead of buildings. Parking should be behind the buildings.
The Board will vote on these issues at a special meeting following the July 12 public hearing. I encourage you to attend this meeting, although I cannot tell you when the deliberations on Kincora will begin.

We will be canvassing for Jeff Barnett, but we have a secondary purpose also. We are looking for more volunteers in the Purcellville area – so we will only be canvassing strong democrats, and if they are enthusiastic we will be inviting them to future Barnett events.

A Forever Home (AFH) is an animal rescue charity saving dogs in the Northern Virginia area. Recently we had some emergency rescue situations, one from an extreme cruelty case and one from a kill-shelter that had sewer problems and was planning on euthanizing a large number of dogs. All
