The Loudoun County Democratic Committee (LCDC) March Newsletter contained a high-level description of our multi-layered process for determining who goes to the Democratic National Convention as Delegates and Alternates. Due to COVID-19 concerns and restrictions, the Democratic Party of Virginia (DPVA) is making changes to the process. The unassembled caucus that LCDC was to have held on April 18 has been converted to a virtual online caucus. And the pre-filing deadline has been moved up two days to April 9th. Below are the details of the caucus and the remaining processes (i.e. conventions at the Congressional District and State levels) to determine our representation at the National Convention.
Most importantly for those of you wanting to participate in the caucus and vote to elect State Delegates and Alternates, please be aware that caucus participants must pre-file with DPVA, the same as the candidates for State Delegate or Alternate. This is to support a virtual process in place of in person voting.
Every four years, the Democratic Party conducts a process to select Delegates to our National Convention. From July 13 to 16th, 2020, Democrats from around the country are scheduled to meet in Milwaukee, WI, to select our nominees for President and Vice President of the United States and to adopt our party platform for the next four years. The Convention marks the official transition from primary to the general election. Virginia will send 124 National Delegates and 8 Alternates to the Democratic National Convention.
At this point in time, due to COVID-19, the Delegate Selection process is evolving as we go. We don’t know whether the Congressional District Conventions, the State Convention, and the National Convention will take place as scheduled or be converted to virtual online processes. Please recognize this is a challenging time. We thank you for your patience and support as we navigate these new waters.
Virginia has 25 Automatic National Delegates. The other 99 National Delegates and 8 Alternates are selected through a process that began with the March 3, 2020, primary. The primary determines how Delegates at the state and national level in Virginia are allocated to presidential candidates. See DPVA Delegate Allocation (link below).
The next step in the process for Loudoun County will be our April caucus to elect State Delegates and Alternates to represent our county at both the 10th Congressional District and State Conventions. The elected State Delegates attending the two conventions in May and June will select National Delegates and Alternates, presidential electors (i.e., the people who form the Electoral College for the 2020 election), Democratic National Committee (DNC) Members (State Convention only), and vote on other party business. Loudoun has been allocated 61 State Delegates and 15 Alternates pledged to Biden, plus 31 State Delegates and 8 Alternates pledged to Sanders. No other presidential candidate met the 15% threshold in the March 3rd primary at either the State or 10th Congressional District levels.
DPVA has already determined, in accordance with the Governor’s orders regarding social gatherings, that all city and county caucuses will be conducted as online unassembled caucuses. DPVA has issued a statewide Call to Caucus to govern all of the caucuses (link below).
Caucuses must be held if more than our allocated numbers of State Delegates or Alternates file to run for these positions. If fewer people file for one or more of the four categories (Biden Delegates; Biden Alternates; Sanders Delegates; Sanders Alternates), the associated caucus will be canceled and those who filed will be declared winners.
Ordinarily, when a caucus participant casts their ballot in person to elect State Delegates and Alternates, their voter registration status is verified, and they must complete a Caucus Declaration Form. In this form the participant makes the same declaration as the candidates for State Delegate or Alternate:
A. Is a Democrat;
B. Is registered to vote in the city/county and Congressional District they are filing in;
C. Does not intend to support any candidate who is opposed to the Democratic Nominee in the next ensuing election;
D. And, will not participate in the nominating process of any other political party.
To support a virtual caucus, caucus participants will need to pre-file the same as candidates for State Delegate or Alternate. Filing forms for both candidates and participants are linked below. Candidates are automatically added as participants and do not need to fill out both forms.

If you plan to run for State or National Delegate or Alternate, please understand that you could still be expected to travel to Richmond (State Convention) or Milwaukee (National Convention) as we do not know at this time if they will be held as scheduled or converted to a virtual process.
