LCDC Policy on Creating Procedures

Definition: Procedures are defined as an official way of carrying out the policies and functions of the Loudoun County Democratic Committee (LCDC) and its component groups, including but not limited to the standing  and ad hoc committees and magisterial districts within the LCDC.

Procedures should be developed  whenever possible to provide for continuity of operations, especially following the biennial Reorganization (Reorg). The specific procedures needed will be left to the discretion of each Officer, Committee Chair, or District Chair. Procedures should be created by the committee/district that is implementing the work. For example, website procedures should be created by the Communications Committee.

The group creating the procedure should delineate the steps of the procedure however they feel best in a Google document and store it in their folder in the LCDC Google drive. At the same time, they should notify the Vice Chair of Operations and the LCDC Secretary that there is a new procedure and where it’s located. All procedures should include a title, the name of the Committee/District creating the procedure, the date, and the steps needed to accomplish the procedure. If a procedure is revised, the revision date should be noted on the document, and the Vice Chair of Operations and the Secretary should be notified.

Procedures delineated within the LCDC Bylaws take precedence over other procedures. All procedures will carry over to the new Committee after Reorg. After Reorg, each Officer, Committee Chair, and District Chair should review the previous Committee’s procedures and determine if they wish to make any changes.

Procedures are subject to change at any time based on the viability of available resources and the needs of the LCDC. Procedures should always adhere to the LCDC Bylaws, Robert’s Rules of Order, and DPVA Guidelines when applicable. If any member is concerned that a procedure is in violation of any of the governing documents, they may request that the Governance Committee review the procedure.
